Job Summary
The City of Mississauga is seeking a Manager of Forestry who will set the vision for the preservation, protection and growth of natural infrastructure in the City. Responsible for creating, developing and implementing the City’s Urban Forestry strategic vision. Develop long-range plans, policies, procedures and programs regarding all aspects of urban forestry management and operations as well as the maintenance of City-owned boulevards, invasive species control on public and City-owned lands and managing, monitoring and resolving encroachments on City-owned lands. Lead the Forestry Leadership Team to achieve all aspects of Forestry operations.
Duties and Responsibilities
Under the direction of the Director, Parks, Forestry and Environment, is responsible for providing concentrated commitment and delivery of services to meet user needs in a large city of over 800,000 within a city-wide scope.
• Responsible for the development, approval and implementation of the vision for the city’s urban forest including developing strategic and long range plans, policies, procedures and programs regarding all aspects of urban forestry management and operations as well as the maintenance of City owned boulevards, weed control on public and City-owned lands and managing, monitoring and resolving encroachments on City-owned lands
• Develops goals, objectives and long range plans and master plans consistent with the Corporation’s Strategic Plan and Divisional plans to meet future growth demands in the city
• Develops, recommends, approves and implements City-wide polices, plans and programs related to forest management, ecology, tree canopy, tree preservation and maintenance and boulevard management
• Represents the City of Mississauga in developing and coordinating regional and provincial policies, plans and programs related to forestry management and ecology, such as Gypsy Moth, and Emerald Ash Borer
• Implements approved policies, plans and programs within Mississauga
• Identifies, monitors and recommends resolutions to City owned property encroachment matters, including providing advice and guidance to Legal Services, Realty Services and By-law Enforcement
• Develops, recommends and implements relevant City by-laws including the Encroachment By-law, the Public Tree By-law and the Private Tree By-law ; develops and implements forestry and boulevard standards and policies
• Accountable to ensure that standards for maintenance of trees and boulevards are developed, approved, implemented and reviewed regularly; accountable for adherence with legislation under Occupational Health and Safety Act, WHMIS, WSIB and Employment Standards
• Directs the operations of the Forestry section with accountability for human resource management, asset management, budget, revenue generation and cost containment;
• Supervises staff including hiring, training, administers performance management process, ensures communication with and recognition of staff
• Accountable for development, monitoring and adherence to capital and current budgets
• Responsible for administration of capital contracts, adherence to Purchasing By-Law and monitoring expenditures
• Leads, develops, and implements community stewardship initiatives and programs requiring collaboration and participation with private land owners and community groups and Conservation Authorities to mitigate issues negatively impacting the urban forest.
• Provides high quality and timely customer service to residents, as well as to the Mayor and Councillors
• Provides guidance and direction to other City Departments on forestry, ecology and boulevard issues
• Represents the City with other municipal, provincial, or federal governments, agencies and the community-at-large
• Prepares reports to the Commissioner and Council as required including Business Plans, Budget Requests, quarterly and annual reports of activities as well as delivers presentations at Council, public meetings and to the community
• Performs other related duties as assigned
Skills and Qualifications
• Graduation from a recognized university or college in Horticulture, Arboriculture, Urban Forestry or related field
• Five (5) years technical experience related to forestry, ecology and vegetation management operations including a minimum of five (5) years of supervisory experience or equivalent combination of education and experience
• Demonstrated success in developing vision and long term strategic plans showing innovation and creativity
• Demonstrated knowledge and understanding of the principles of community development, land use planning, facilities management, park maintenance operations, recreation programming, municipal administration and human resources management
• Results-oriented approach and strong decision-making skills
• Demonstrated supervisory, leadership and team-building skills required; well-developed presentation skills, excellent oral and written communication skills; ability to deal effectively in a political environment with other levels of government, agencies and community groups; proficiency with related computer software required
• International Society of Arboriculture certification required and designation as a registered Professional Forester with the Ontario Professional Forestry Association (OPFA) is an asset
• Must have the ability to travel between various sites and facilities located across the City of Mississauga; access to a vehicle is preferred
