Program Manager, Salmon Watersheds Program – Maternity Leave
The Pacific Salmon Foundation (www.psf.ca) seeks a full-time Program Manager to join the Salmon Watersheds Program (www.salmonwatersheds.ca) for an 18-month maternity leave contract.
ABOUT THE SALMON WATERSHEDS PROGRAM
For the past thirteen years, the Salmon Watersheds Program (SWP) has worked collaboratively with First Nations, provincial, and federal governments to bring together and analyze the best available data for assessing the status of salmon populations and their habitats throughout British Columbia (BC). A key part of our work involves making the data we assemble, and the assessments we undertake, broadly accessible to the public. To support open access to salmon data, the Salmon Watersheds Program has developed an online data visualization tool called the Pacific Salmon Explorer (www.salmonexplorer.ca). The Pacific Salmon Explorer allows the public to explore information on the status of salmon populations and pressures on their habitats, as well as access source datasets used in the underlying analyses. The Salmon Watersheds Program works to support the application of these data in relevant salmon conservation and management processes and works collaboratively with program partners to develop strategic plans that support the conservation and recovery of Pacific salmon.
The Salmon Watersheds Program is in a growth phase as we kick-start several new and exciting initiatives and expand our team. We are looking for a skilled and enthusiastic Program Manager with the experience to jump right into the program and cover a maternity leave vacancy. ABOUT THE PROGRAM MANAGER
The Program Manager will join an ambitious and growing team that works closely on the delivery of the Salmon Watersheds Program. The Program Manager will have a managerial, supervisory, and administrative role. The Program Manager will provide overall support and planning guidance for the delivery of the Salmon Watersheds Program and will provide direct support to the Salmon Watersheds Program Director. The ideal candidate has a background in natural resource management, program management experience in a not-for-profit team environment, supervisory experience, and experience working with First Nations in BC.
Key Responsibilities:
Program Management and Development
- Oversee the implementation of the SWP’s operational and strategic plans, ensuring that key milestones, deliverables, and timelines are met.
Support staff in implementing project plans and staff work plans, including monitoring linkages and dependencies amongst projects, flagging critical challenges to the Program Director, and helping to navigate and overcome issues as they arise.
Update and maintain the SWP’s operational plan and support the Program Director to update the SWP’s strategic plan.
Support the Program Director in internal reporting, including developing program status reports, briefing notes, summaries of key issues, strategic proposals, etc. - Work with the Program Director to develop and plan new projects that support and meet the goals of the SWP.
Program Funding and Administration
- Identify emergent funding opportunities and develop and prepare grant proposals. Develop and maintain relationships with potential and actual funders.
- Lead the development of grant reports to funders, including financial and narrative reports.
- Work with the Program Director to develop, monitor, and manage program finances, deliverables, work plans, and grants.
- Liaise with contractors, funders, and other program partners.
Staff Supervision
- Supervise staff as required and determined by the Program Director, depending on grant funding and project needs.
- Support the Program Director in hiring and training new SWP staff members.
Program Collaborations and Project Support
- Contribute to the scientific and technical work of SWP projects, as opportunities arise.
- Work with SWP staff to organize and deliver SWP workshops, meetings, committees, and/or public events.
- Oversee and contribute to the development of program communications including project technical reports, manuscripts, presentations, websites, and other publications about the SWP.
- Liaise with stakeholders, government agencies, and the public to provide information about the program, acquire feedback, identify challenges and/or opportunities for the program, and generally obtain a better understanding of regional initiatives that may be complementary to the SWP’s goals.
Required Education and Work Experience:
A graduate degree in natural resource management, environmental studies, biology, fisheries, or a related field and at least five years of demonstrated work experience in a similar program management role – or an equivalent combination of education and experience. Experience in a not-for-profit team environment is considered an asset.
Required Other Skills and Experience:
- Experience in strategic and operational planning and project management.
- Supervisory experience and experience with performance management.
- Experience working with external funding agencies and developing grant proposals and reports.
- Excellent interpersonal skills and comfort working with diverse stakeholder groups on contentious resource management issues.
- Excellent oral and written communication skills, including communicating technical information to a lay audience.
- Ability to work on multiple projects concurrently, set priorities, and meet rigid deadlines.
- Exceptional computer skills (Word, Excel, Outlook; WordPress; project management and team coordination tools (e.g., Slack, Asana).
- Ability to work independently and within a team environment and to demonstrate a high degree of initiative.
- Ability to exercise tact, discretion, diplomacy and maintain confidentiality.
Additional Experience Desired:
- Experience engaging with and developing close working relationships with First Nations communities.
- Experience in salmon-related, ecological, or environmental research.
- Experience with community engagement, working with committees or working groups, and developing relationships with partners and collaborators.
Terms of Employment
This is a full-time 18-month maternity leave contract beginning June 1, 2021 (or earlier, depending on the availability of the successful applicant) and ending November 30, 2022 (with the possibility of extension). The position is based at the PSF office in Vancouver but, for the right candidate, we are open to a remote position. Currently, all PSF staff members have the option of working from home, due to COVID-19 pandemic. When COVID restrictions allow, regular travel (~twice per month) to communities throughout BC may be required. (All travel costs are covered by the employer.)
