Coordinator, Environmental Planning – 12 Month Contract
The Saugeen Valley Conservation Authority is one of thirty-six conservation authorities in the Province of Ontario. Conservation authorities are community-based watershed management agencies, whose ma120ndate is to undertake watershed-based programs to protect people and property from flooding, and other natural hazards, and to conserve natural resources for economic, social, and environmental benefits.

Summary of Functions:
The Environmental Planning Coordinator’s main responsibility will be to lead and supervise SVCA’s environmental plan review activities, as well as review Planning Act applications and development proposals to ensure compliance with Authority objectives and policies, the Environmental Planning and Regulation Policies Manual, Conservation Authorities Act Section 28 Regulations, and pertinent legislation.
Eligibility Requirements:
The ideal candidate will have the following competencies:
• Graduate from a college / university in Planning, Resources Management, Geography, Environmental Science, or related field.
• At least 3 years experience related to major tasks.
• Ability to supervise two to three staff.
• Knowledge of legislation including the Conservation Authorities Act, the Provincial Offences Act, the Trespass to Property Act, the Planning Act, the Drainage Act, the Fisheries Act, the Species at Risk Act, the Endangered Species Act, and the Occupational Health and Safety Act.
• Understanding of natural hazard management.
• Ability to interpret natural processes, natural features, and land uses from an extensive variety of maps and plans, use of air photographs, and interpretation in the field.
• Awareness of theory and practices related to environmental management, sediment, and pollution control technologies, wetland hydrology, coastal processes, and restoration.
• Ability to undertake field work as required under varying terrains and weather conditions.
• Working knowledge or legal procedures related to the collection of evidence, enforcement procedures, and protocols.
• Excellent written and verbal communication skills and time management skills.
• Accredited or eligible to obtain accreditation as a Provincial Offences Officer.
• Experience with Geographic Information Systems and Microsoft Office Suite are considered an asset.
• Valid Ontario Driver’s License.
Duties and Responsibilities:
• Provide comments on Planning Act applications and make recommendations to the approval authority in accordance with Memoranda of Understanding with the Ministry of Municipal Affairs and Housing (MMAH), as well as the Ministry of Northern Development, Mines, Forestry and Natural Resources (MNDMFNR) associated with section 3.1 of the Provincial Policy Statement, planning service agreements, and other interests and policies of Saugeen Valley Conservation Authority.
• Apply and enforce the Authority’s Development, Interference with Wetlands, and Alteration to Shorelines and Watercourses Regulation, as amended, Ontario Regulation 169/06 to the review of permit applications.
• Prepare compliance letters to municipalities, property clearance letters, etc.
• Liaise with municipal building officials, planning departments, and municipal clerks regarding zoning and building situations.
• Undertake site inspections and elevations surveys, to obtain, examine, and analyze field data such as soils, wetland flora, slope instability indicators, and watercourse parameters.
• Identify and delineate floodplains, erosion prone lands, dynamic beaches, steep slopes, and wetlands.
• Review professionally prepared drawings, reports, and technical papers.
• Attend council meetings, site meetings, pre-consultation meetings, Mining and Lands Commissioner proceedings, court proceedings, and public meetings as required.
• Maintain accurate and complete record keeping of all communications, notes, maps, review fees, documents, and photographs related to reviewed files.
• Prepare and present reports to the Authority or its Executive Committee regarding Planning Act matters or hearings pursuant to the Ontario Regulation 169/06.
• Assign and monitor workload to staff under his/her supervision and review/sign-off on works prepared by staff under his/her supervision.
• Undertake performance evaluations of staff under his/her supervision.
• Collaborate with internal department staff to ensure consistency, and accuracy of review, while training and expanding experience of all staff.
• Responsible for the intake, tracking, and assignment of Planning Act applications circulated to SVCA.
• Responsible for the review fees associated with Planning Act applications circulated to SVCA.
• Supervise the Planning Service Agreements with member municipalities.
• Lead staff member in the review of Official Plans and Comprehensive Zoning by-laws.
• Responsible to work safely in compliance with all SVCA Health & Safety policies.
• Ensure that all employees under his/her supervision work safely in compliance with all SVCA Health & Safety policies.
• Other duties as assigned appropriate to the responsibilities of the position.

Work Environment/Conditions:
• This position requires work in an office environment as well as out-of-doors. The outdoor field work will require physical effort (e.g., navigating uneven terrain, carrying equipment, and working in extreme weather conditions).

• Position is based at the SVCA’s Administrative office at 1078 Bruce Road 12, Formosa, ON.
Wage and Benefits:
• Salary: $66,056 – $78,265 per annum
• Hours: 37.5 hours per week
