The Maitland Conservation (MVCA) is currently accepting applications for a full-time, 13-month contract position of Environmental Planner – Regulations Officer. Maitland Conservation is a community-based organization dedicated to providing leadership to protect and enhance local water, forests and soil. Our area of jurisdiction covers the watersheds of the Maitland, Nine Mile and Eighteen Mile Rivers, along with smaller watersheds along the Lake Huron shoreline.
Location: Maitland Conservation Administration Office – Wroxeter, ON
Desired starting Date: March 2, 2026
1) Primary Duties
- Review and comment on applications made under the Planning Act, as per MVCA’s responsibility for the Provincial interest in Natural Hazards, and with various Memoranda of Understanding with our municipal partners
- Review and comment on MVCA applications to undertake development or site alteration in river valleys, wetlands and wetland buffers, watercourses, and adjacent to watercourses, flood plains, and along the Lake Huron shoreline from a public safety perspective (flooding/ erosion hazards); including site inspections; issuing positive permit approval, monitoring and enforcement. - Lead or assist with enforcement of violations to MVCA policies made under Ontario Regulation 41/24 with respect to development in and adjacent to MVCA regulated lands. (Shoreline Focus)
- Evaluate proposals and applications to determine potential impacts on flooding and erosions; terrestrial and aquatic ecosystems; and significant groundwater resources, and coordinate the review of proposals. (Shoreline Focus)
2) Secondary Duties
- Provide local landowners, business and other agencies / organizations with information on MVCA’s development and planning policies, regulatory direction and resource mapping.
- Assist with River Watch and/or Air Watch as required during flood emergencies.
- Attend as an Authority representative at meetings, committees, appeals before the Ontario Municipal Board and Mining and Land Commissioner and cases before the Provincial Courts.
- Assist other Planning & Regulations staff to complete their respective primary duties as required
- Assess shoreline reconnaissance photography for significant erosion events
Skills/ Knowledge Required:
- A working knowledge of the Conservation Authorities Act, Provincial Policy Statement: Natural Hazard Policies; municipal/provincial planning processes, and hazard management.
- Knowledge and experience of legal procedures related to the collection of evidence, inspection, investigation and enforcement procedures and protocols.
- Current designation as a Provincial Offences Officer or eligibility for designation.
- Ability to interpret earth processes, natural features and land uses from an extensive variety of maps and plans, use of air photos and interpretation in the field. Must be able to read and comprehend technical reports.
- Understanding of terrestrial and aquatic ecosystems in a watershed context.
- Knowledge and skills to evaluate the impact that land and development proposals may have on flooding and erosion.
- Strong organizational and time management skills.
Computer Skills:
- Strong computer skills, including air photo interpretation, word processing, e-mail, internet research, file management, databases.
- Familiarity with geographical information systems (ArcGis).
Communication Skills / Knowledge:
- Effective report writing skills for both technical and non-technical audiences.
- Strong presentation, telephone, and communication skills.
- Understanding of facilitation, conflict resolution and collaborative management techniques.
- Ability to work independently and in multi-disciplinary group environments.
Qualifications:
- University degree or college diploma in geography, environmental studies, or planning, or equivalent experience.
- Valid drivers licence.
Working Circumstances:
- Normal working hours are 8:30 am to 4:30 pm, Monday to Friday
- A hybrid option incorporating a mixture of in-office and remote work is available.
- May be required to adjust working hours to meet workplan and Authority needs.
- May require limited evening and weekend work for flood related emergencies and special events.
Wage: $34.92 per hour (based on 37.5 hours/week) plus benefits and pension plan.
