Who Are We?
The Upper Thames River Conservation Authority’s (UTRCA) mission statement is Inspiring a Healthy Environment. The 17 municipalities within the Upper Thames River watershed appoint representatives to the UTRCA’s Board of Directors who represent the local urban and rural communities, deciding policies and programs that will lead to a healthy watershed. Our programs and services focus on five key areas:
- Protecting people and property and supporting safe development;
- Delivering landowner stewardship;
- Providing natural spaces and recreational opportunities;
- Making science-based decisions;
- Empowering communities and youth.
The Upper Thames River watershed encompasses an area of 3,421 square kilometers and is mainly rural but includes the urban centres of London, Stratford, and Woodstock. The UTRCA serves a total population of approximately 539,500 residents.
UTRCA Conservation Areas provide outdoor recreational opportunities that aim to educate and promote conservation messages to a large audience in an effort to improve the watershed’s natural environment

Summary
The Regulations Coordinator is responsible for providing day-to-day leadership and support to Regulations Staff related to the administration and enforcement of Ontario Regulation 41/24 and Section 28 of the Conservation Authorities Act to protect life and property while promoting a healthy watershed ecosystem.
Specifically, this will include:
- Leadership, support and mentorship to staff on all aspects of Ontario Regulation 41/24, pursuant to Section 28 of the Conservation Authorities Act, including permitting, violations, and inquiries, in addition to an education and promotion program.
- Advice, support and direction for the processing of Section 28 permit applications made pursuant to the Conservation Authorities Act consistent with approved UTRCA policy and procedures.
- Lead the review and processing for complex or contentious Section 28 permit applications under the Conservation Authorities Act.
- Provide strategic direction for the Regulations program and provide assistance to the Manager on the development and implementation of the program budget and annual workplan.
- Provide direction to staff and / or lead the investigation of possible violations of Ontario Regulation 41/24 made under Section 28 of the Conservation Authorities Act. Liaise with other municipal, provincial and federal agencies/departments regarding potential overlapping violations, and take appropriate action on violations in consultation with supervisory staff and the Authority’s solicitor.
Education
- University Degree from an accredited post-secondary institution in Natural Resource Management, Environmental Science, Geography, Engineering, Engineering Technology or Planning.
- A Provincial Offences Act designation as an officer for the purpose of enforcing regulations made in accordance with the Conservation Authorities Act.
- A valid Ontario Driver’s Licence (G class) is required.
Experience, Knowledge and Skills
- Five (5) years of experience in an appropriate resource management, environmental assessment, municipal planning, or civil engineering role.
- Thorough knowledge of land use planning and natural resource management legislation, regulations and policies including; the Conservation Authorities Act, Planning Act, Provincial Policy Statement, Drainage Act, and Environmental Assessment Act, along with practical experience applying this knowledge in the review of related development applications.
- Experience reviewing and interpreting technical plans and drawings (i.e. site plans, grading and drainage plans, construction drawings, etc.).
- An understanding and ability to comprehend technical reports such as Environmental Impact Studies, Stormwater Management Reports, Subwatershed Plans, Geotechnical and Hydrogeological studies and relate them to current policies and objectives.
- Excellent communication skills with staff and diverse stakeholder groups including the community, governments and agencies at a political and staff level.
- General knowledge of Court, Tribunal, Board and Hearing decorum and procedures.
- Previous supervisory experience leading, mentoring and coaching a team.
- Excellent project management and time management skills.
- Proficient in the use of Microsoft Office Suite, Teams, as well as other database and information management software.
Compensation and Other Information
- Grade 9: $53.22 to $64.75 per hour;
- Full time, 35 hours per week;
